Does the Brazos River flood Richmond and Rosenberg homes?

The river has a long record of flooding along its course, and Richmond sits on it. Wikipedia says the Brazos flooded often and seriously on a regular basis before a piecemeal levee system was replaced, notably in 1913, when a massive flood changed the river's course. Whether your street is at risk depends on its own elevation.

The same article says that on June 2, 2016, the rising river forced evacuations in parts of Brazoria County, downstream of Fort Bend. It names no Fort Bend impact for that date, and neither do we.

The National Hurricane Center reported that Hurricane Harvey brought 36 to 48 inches of rain to the Houston metro area in 2017. Its structure count covers only Harris and Galveston counties, so this page states no Fort Bend home count.

Water that rises from a river is flood water. The IICRC S500 standard puts rising flood water in Category 3, which needs professional handling. Our flood zone guide explains how to look up an address, and flood cleanup covers the steps after.

How do Richmond, Rosenberg, Fulshear and Needville compare?

They differ in size, age and where they sit on the Brazos. Richmond and Rosenberg are neighbors on the river's southwest side, with Fulshear to the northwest and Needville to the south. The table uses only Wikipedia and the 2020 census.

TownWhere it sitsHousing units, share vacant
RichmondMostly on the Brazos's southwest side; county seat4,312, 8.6% vacant
RosenbergSouth side of the Brazos; I-69 bypasses the center14,045, 7.4% vacant
FulshearNorthwest Fort Bend; 60 miles inland5,353, 6.8% vacant
NeedvilleSouth Fort Bend; reached by Highway 361,192, 5.5% vacant

Vacancy matters for second homes and rentals. An empty house can leak for a long time before anyone notices.

What does Richmond's history as the county seat mean for older buildings?

Richmond is the seat of Fort Bend County and has the longest paper trail in this area. Wikipedia says colonists went up the Brazos in 1822 and built a fort there, and that the town was among the 19 cities first incorporated by the Republic of Texas, in 1837. The 1889 Battle of Richmond was part of the Jaybird-Woodpecker War.

That history shows up in the buildings. Wikipedia says some old buildings have been reused as shops or law offices. Ask the provider what they know about past repairs to a building, and tell them what you know.

Residential age varies. The article says Winston Terrace had its first houses in 1940, with most built between 1940 and 1965, mostly bungalows under oak trees. If you live in a house of that era, ask your inspector what plumbing has been replaced; our galvanized pipe guide and slab leak page list the signs.

A warm floor spot or a moving meter can point to a leak under the slab.

Who handles water and sewer in the master-planned areas around Richmond?

Often a water district, not the city. Wikipedia says communities in the 77406 and 77407 ZIPs have Richmond addresses but are unincorporated, in Houston's extraterritorial jurisdiction, and get no city services. The local MUD districts provide water, sewer and fire service, and the Fort Bend County Sheriff and constables provide police support.

The article names Pecan Grove, Aliana, Grand Mission and Harvest Green among those communities. A burst pipe inside the house is yours to stop at the main shutoff. A problem at the meter or the street may belong to the district, so ask.

  • Find out which district serves you and keep its number with your insurance papers.
  • Know where your main shutoff is. The prevention guide shows the usual spots.
  • Ask the district, not the city, about street-side water and sewer problems.

If sewage comes up a drain, read sewage backup cleanup before you touch it.

How did fast growth change homes in Fulshear?

Fulshear went from a farm town to a suburb in a few decades. Wikipedia says it was incorporated in 1977, had about 700 residents around 2008 and passed 5,000 in October 2013. The 2020 census counted 16,856 people and 5,353 housing units.

The town's roots are older. Churchill Fulshear, one of Stephen F. Austin's Old Three Hundred, received a land grant in 1824, and the town was platted in 1890 after a railroad crossed his land. Wikipedia adds that Brazos River sediment left rich soil, which suits the trees and farms of the area.

For a newer home, ask the builder or seller what has been replaced and which warranties remain. Common leak points are the attic AC drain line, the water heater and the supply lines at toilets and sinks. See AC leak damage and water heater leaks.

What should owners in Rosenberg and Needville know about distance?

Providers differ on how far they drive, and distance can matter out here. Wikipedia puts downtown Houston 32 miles from Rosenberg and 41 miles from Needville. Ask about timing when the provider calls, and do not assume the answer.

Rosenberg had 38,282 people at the 2020 census and is named for Henry Rosenberg, an early railway president. Needville is much smaller, with 3,089 residents counted as rural, and its name began as a joke: the founder's post office request used the name Needmore.

Needville's Highway 36 leads 11 miles north to Rosenberg. Wikipedia notes that FM 36, finished in 1932, gave the town all-weather access. If you manage rural property, read water damage repair to learn what a repair estimate should show.

Will insurance pay for Brazos River flooding?

Usually not through a standard policy. The Insurance Information Institute says flood is excluded under standard homeowners and renters policies and needs a separate NFIP or private policy. FEMA says most homeowners insurance does not cover flood losses.

A plumbing leak is different. The NAIC says water damage from a home's plumbing or a roof leak is typically covered, while ground water and rain runoff are not. A pipe that bursts in a wall and a river that rises over a yard are separate claims.

Call your agent before you sign a work order. The Texas Department of Insurance says in its claim steps that your insurer has deadlines to acknowledge and decide a claim. Our claims guide lists what to photograph.

What should I do in the first 24 to 48 hours?

Stop the water, keep people safe, then start drying. The EPA says to dry water-damaged areas and items in the first 24 to 48 hours to prevent mold growth, and to keep indoor humidity below 60 percent, ideally between 30 and 50.

  1. Shut off the main water valve. Turn off power to wet areas only if you can do it safely.
  2. Photograph and video the damage before anything is moved.
  3. Call your insurer and ask what it needs before work begins.
  4. Call a restoration provider and ask what they will measure and how they will record drying.
  5. Stay out of moving water. Ready.gov warns that six inches of moving water can knock a person down.

The emergency page has a longer list, and mold after water damage covers growth that has already started.
